Julien has over 30 years of government-level experience specializing in public finances and budget reforms.
Julien is Managing Director at GSA.
He is a highly trained professional for Budget and Public Finances. He held the position of Inspector General for Finances at the French Government. He previously held high-profile positions within the public administration, notably as Budget Director at the Ministry of Finance as well as Advisor to the French Prime Minister in charge of Budget and State Reforms.
Having started his career at the French Ministry of Finance in 1992, Julien has extensive experience in piloting the budget process, from preparation stage to execution.
He has been actively involved in all aspects of budget reforms, including the transition to program and performance budgeting, the development of multi-year budgeting and budget rules, and the conduct of spending reviews, among other responsibilities, both in the French Government and for the IMF in a dozen of countries in Africa, North Africa, the Middle-East and Central Europe.
Julien graduated from Sciences Po Paris, and from the Ecole Nationale d’Administration (ENA), and holds a Masters’ degree in Law and management of Public Finance.
