Temir is currently based in Abu Dhabi, where he heads GSA’s first international office. He has more than 10 years experience of policy advisory at presidential level, with extensive experience in Latin America, Europe and Asia.

Temir is a financier and former career diplomat in the Bolivarian Republic of Venezuela.
Temir is an expert in Latin American economics, geopolitics and integration, he brings over 10 years of policy advisory at presidential level, with extensive experience in the Caribbean, Latin America, Europe and Asia.
Throughout his career, Temir set-up and negotiated credit lines for Venezuela with China and Russia, managed the Sovereign Development Fund and Development Bank for Venezuela and supported energy (oil) trading deals between Venezuela and Latin American countries.
He notably served as Deputy Minister of Foreign Affairs (2007-2013) and Deputy Minister of Higher Education (2005-2007) of the Bolivarian Republic of Venezuela, president of Economic and Social Development Bank (BANDES) and National Development Fund (FONDEN) of Bolivarian Republic of Venezuela.
Temir graduated for Sciences Po Paris, HEC Paris, London School of Economics and the Stern School of Business at New York University.
He’s also a former student of École Nationale d’Administration (ENA).
